Bug Description
In scaling feature, if users do scaling-in while the number of VNFs reached to the minimum value, VNFs will stuck in PENDING_SCALE_IN state.
Especially, this bug makes VNF keep PENDING_SCALE_IN when Alarm requested for scaling-in is triggered to Tacker.
