Bug Description

There is a pending update to tosca-parser that will break heat-translator 0.4.0 until the 0.5.0 release is available.

This change updates requirements.txt to use tosca-parser 0.4.0 until the update to heat-translator is released

This issue will be handled by tosca-parser ensuring backward-compatibility in all releases
