Bug Description
Output of the command "tacker vnfd-list" should show some message or an empty table when vnfd list is empty.

This inconsistent behaviour can confuse the users.
For example "nova list" command generates an empty table when no instance is present.

Agree, it is reasonable thing to show an empty table, perhaps with a count.
