Heat's "depends_on" and TOSCA's "dependency" can boot device in sequence, but tacker doesn't support "dependency". Adding translation from TOSCA's "dependency" to heat's "depends_on", will enable tacker supports "dependency".
This feature is useful in commercial scenario. May tacker can support it in future.
