tacker-db-manage does not generate script framework for db upgrade

Bug Description

 tacker-db-manage --database-connection mysql+pymysql://root:root@127.0.0.1/tacker?charset=utf8 revision -m 'tersdf sdfd' --autogenerate does not generate populated upgrade script

This is because we don't register model with cli code.

    Make tacker-db-manage revision 'xxx' --autogenerate work

    We have to make db model visible to tacker-db-manage for it
    to work well.
