Automatic Network Creation based on VNFD Template

Request for Enhancement:

In the current version of VNFD, operators have to create networks and then specify the details in VNFD like

network_interfaces:
      management:
        network: net_mgmt
        management: true

To avoid the pre creation of networks, Tacker has to support automatic network ceation. Operator can specify the network details in VNFD

Template Enhancement:

network_interfaces:
      management:
        network: net_mgmt
        management: true
        cidr: 10.0.0.0/24
