Bug Description

The existing VNFD templates do not currently support specifying user-data property for VDU's. The user-data will be used for configuring a instance at boot time.
The initial version should plan to support "user_data_format = RAW"

    Support user_data property

    This commit adds support for new VDU parameters 'user_data' and
    'user_data_format' in VNFD template that allows for configuring an
    instance at boot time
