Feature request: get a list of all available threads

Bug Description
It would be nice, as a user, to be able to get a list of all available threads in a list (i.e. we'd need to get this information from the DB and return a list of the names of the threads). This would make sure we don't get, for instance, 10 different threads concerning "meet-ups in the Bay area" or enable all GSoC students to send their status reports to the same thread since they now know the name of an existing thread concerning this (and don't need to create a new one or send it to whatever thread, not caring about the name of the thread).
I'm not sure it's really a problem that we now create threads with the same name and just automatically add a number at the end but generally the option to send an email to an existing thread would be nice.
