OEM mode doesn't honor keyboard layout customer chooses

Bug Description
Ubiquity always uses the keyboard layout used for the original OEM install, and is ignoring the keyboard layout the customer chooses during the first-run config.
Steps to reproduce:
1. Install in OEM mode using keyboard layout FOO
2. During first-run customer config, choose layout BAR
3. At first customor login, the layout will be FOO, but should be BAR
