Add oltp_range_selects flag to oltp.lua

Bug Description
There are several flags the control the frequency of "range selects" in the execution of a workload. My request is to add one additional flag that would serve as a boolean on/off switch around the range selects as a group.
Current code:

Yes, I understand this behavior can be accomplished with the current flags. The change just simplifies the flags necessary to disable the "range selects" in a test.
