Synaptic toolbar doesn't respect gnome toolbar settings

Bug Description

The Synaptic toolbar displays text under the icons even if I set it to another layout in gnome-ui-properties.

Instead I have to set it in Synaptic itself.

While this might make sense in Debian, I think it doesn't in Ubuntu.
