Synaptic doesn't save downloads in cache or in a "temp" folder.

Bug Description
I have got synaptic version 0.61ubuntu9 on Ubuntu 8.04
Sometimes I have to download big packets, and sometimes my computer crashes or I inadvertently unplug the computer. Considering that sometimes it happens when I download the 90% of the whole packet, generally 100-200 MB of files, I lose all the downloaded files. So, why don't Synaptic doesn't save that incomplete downloaded files as many download managers do? I'm not a developer, but I think that this "bug" could be fixed with a "temp" folder, where it could save all the incomplete files.
