Confusing error message: "dpkg was interrupted..."

Bug Description
In some situations, Synaptic will present this error message when it is started:
"dpkg was interrupted, you must manually run 'dpkg --configure -a' to correct the problem."
This is very confusing for users who are not used to the terminal, as well as completely unhelpful. Computer programs are supposed to do these things for the user, so why is Synaptic telling the user to execute a weird looking command with no explanation?
Why must "dpkg --configure -a" be run manually?
This message causes many confused users.
My suggestion is, for the sake of user friendliness, to change to the message to something along the lines of:
"dpkg was interrupted. Shall I correct the problem?", with an option to automatically correct the problem or to cancel, in a dialog with terminal output.
