integrate onboard (settings) in Switchboard

Bug Description
integrate on screen keyboard in Switchboard with the settings.
So when you search for onboard settings the result will open Switchboard in the Universal Access.

I'm inclined to mark this as "opinion". Onboard settings are pretty involved and they relate only specifically to Onboard. System Settings is meant to house settings that apply to the whole system and not to particular apps.
