Bug Description

Monitor set to sleep under power settings, 5 minutes in this case. When sleep mode initiates, monitor begins flashing off and on (blank screen with only pointer showing when flashing on). Neither keyboard nor mouse will wake it back up to desktop... basically frozen in this state. Hitting power on computer shuts system down instead of suspending or hibernating.

Found the issue:

System Settings>Security & Privacy>Locking

Disabling 'Lock on sleep' and 'Lock after screen turns off' allows sleep and suspend power saving modes to function correctly, otherwise display locks up when these modes initiate.
