Bug Description

GNOME provides GSettings keys (org.gnome.desktop.lockdown) to limit an account's capabilities, for example: "Disable command line". We should implement some of these for the Parental Controls plug to limit accounts that are added there.

Wonder if there would be an easy way this could cover the virtual terminals (ctrl+alt+f1-f7) too.
