Super easy and reliable parental control [$200]

To be as good as MacOS X's parental control it would be awesome to have a super easy to set up and reliable parental control on eOS. It would include the following features :
- a good word filtering with a reliable system to whitelist or blacklist a site / an expression.
- why not a good DNS service or stuff that is reliable on Linux but super hard to setup for a newbee. By default, a DNS would be set but it could be possible to set your own DNS service.
- a system to set time period when the computer can be used by each user.
- possibility to disallow users to use certain softwares / to allow only a list of softwares.
- possibility to disallow / allow administration of printers, network.
- access to users surf history.
- possibility to unlock a domain / allow an application by requesting it by email to the admin user (when admin is not at home or far away). This authorization would be given for a limited period of time (30min, 1h, 6h, 1 day or 7 days) or without limitation of time. Top of the pop would be to authorize it also by text message but I don't know if it is possible.

Thank you so much Harvey !!! It's pretty and pretty cool !!
I undertand it must be difficult to allow to whitelist my email. But it needs a list of DNS (such as OPEN DNS) to activate. A meere list is not enough.
By the way, thank you so much !!!! I'm so glad it becomes concrete
