If you drag and drop a wallpaper into the plug it adds it to your local backgrounds folder (~/.local/share/backgrounds). And these are all displayed in the plug as well. We should probably also move any backgrounds here that are set via contractor (but I don't think we do that currently).
So this folder is neither solely default backgrounds nor elementary provided backgrounds. This is the location where backgrounds are stored.
