Airplane mode is not persistence

Bug Description

How to regenerate:
1. Go to System settings > Network
2. Enable Airplane mode in bottom left corner. It will work as expected.
3. Close System settings window.
4. Open again system settings > Network.

Now Airplane mode button is enabled but all radios are enabled too, means Airplane mode is disabled. I have attached a screenshot. My system is up to date until now.
