No way to connect a USB modem (dongle)

Bug Description
There's no way to connect a USB dongle in eOS 0.4 loki
But can connect USB dongles in eOS 0.3 freya.
And also no button to add a new connection.
I think eOS loki can connect a wired connection because it connects automatically.
But USB modems aren't connect automatically.
Therefor please fix this. If not can't connect to Internet using USB modems.
