Cannot connect to VPN as regular user

Bug Description

I have imported an openvpn profile in network manager.
When I try to connect it says that I get connected without errors, but whatever I try to ping fails.

If I do it from terminal as the same user, (openvpn /home/<username>/<profile>.conf) everything the connection ends with an error:
Fri Jan 30 07:11:42 2015 ERROR: Cannot ioctl TUNSETIFF tun: Operation not permitted (errno=1)

If I do it from terminal as root, (sudo openvpn /home/<username>/<profile>.conf) everything works fine.

retargeting to the new network plug to make sure we test this case. But keep in mind that this is *NOT* the same UI and the issue may not apply anymore
