setting system-wide language fails

Bug Description

Even if I set my language (estonian) for the entire system, it is not applied for root. For example if I try to open Files as root from Plank, the dialog for the password is in english and also the Files itself.

I checked it with Estonian and Russian, and it doesn't work correctly. Fault is uncorrect behavior of the /etc/default/locale interacting with Switchboard.
