Region & Language plug: 'Apply for ...' does not work

Bug Description
When clicking on 'Apply for login screen, guest account and new user' in the Region & Language plug, it asks my password, which I enter, then nothing more happens; most users would now presume that the settings have been applied to the login screen, guest account and new users, I think.
But when I log out, the login screen still uses the old keyboard language. Even if I set my keyboard layout to 'Belgian' when installing, the login screen uses an English one. When I try to change it in Switchboard, the login screen refuses to use the new keyboard.
