Switchboard Keyboard Plug crashes everytime

Bug Description

Attempting to run this keyboard plug in switchboard by clicking it, It doesn't run ,and even it crash down Switchboard itself.

OS: elementary OS freya
elementaryos-unstable-amd64.20150208.iso

It has gone, after several times of rebooting

It seems that it may caused by locale issue
I find a error message after check 'locale-gen'
I delete /etc/locale.alias
I regerate the 'locale-gen'
log out and log in
finally I can get into the system setting - keyboard

This is workaround of me
$ sudo apt purge language-pack-*
$ sudo apt install language-gnome-ko language-pack-gnome-en
$ sudo apt install language-selector-gnome
$ sudo reboot

go to switchboard --> keyboard
add keyboard layout Korean(101/104 compatible)
and after that Korean keyboard is set properly
this bug has gone ,

but when attempting to run without install language-pack
and switch language in locale plug in switchboard first boot after installtion
I lost my chance to get in keyboard in switchboard
then, I can't get in keyboard any more as this bug report shows.

keyboard layout is empty first after installation

To be brief,
* Freya doesn't install language-pack properly
* first boot after installation, when user set language in language & region in switchboard
keyboard plug crashes switchboard.

BUT,
* first boot after installation, user add keyboard layout first in keyboard of switchboard
* secondarily, set language and region properly
* logout & login
This issue doesn't happen to.

It would be resolved after these I guess.
Freya should install language-pack properly by users settings in ubiquity
Freya should configure keyboard layout properly by users setting in ubiquity

It doesn't happen by using the trunk version. So I'm going to hold it until Loki's beta 1 release and mark it as incomplete to wait for tests using the trunk version.

Well, I am testing elementary Loki I guess, which I use from the development branch of Ubuntu 16.04 , to few days ago.
it still happened to me.
I tested as this, but if it is not right , please let me know how to test trunk version.

* install Ubuntu 16.04
* update & dist-upgrade
* add elementary-os ppa ---> ppa:elementary-os/daily , ppa:elementary-os/os-patches
* update & dist-upgrade & autoremove
* reboot & login to elementary session
* update & dist-upgrade & autoremove
* reboot & login to elementary session

after that I tested it in the switchboard of keyboard , and it still crashes.

I would test it today and will let you know its results.

I forget to mention install elementary-desktop
* install elementary-desktop among them after add elementary-os ppa.

I tested it by regular LTS version of Ubuntu 16.04
this bug , the keyboard crash down issue, it doesn't happen to me also now.
I hopefully await the Loki Beta-1.

Shortcuts are not properly set to function key like F1,F2~etc...though, but I am hopefully awaiting Loki Beta -1.
