can't change keyboard layout with keyboard shortcut

Bug Description
I have to often switch between 2 keyboard layouts(Georgian and English) and so in switchboard --> Keyboard > options I set Key(s) to change layout to Alt-Shift, but this isn't working to switch the layouts. I can click on the indicator to switch layouts. I have tried other key combinations and they're also not working(Left Alt-Left Shift, Ctrl-Shift...)
I am running Freya Beta 1, 64-bit. This was working in Ubuntu 14.04.
