No working HiDPI setting

As far as I know there is no current working HiDPI scaling in pantheon. Arch linux has a nice list of distros and their respective HiDPI status https://wiki.archlinux.org/index.php/HiDPI but nothing on elementary or pantheon. Using the gnome command gsettings set org.gnome.desktop.interface scaling-factor 2 does zoom in but causes the cursor to be severely offset and has some pretty big performance hits. As a new linux user with 2x 4k monitors I am having a lot of issues reading much of anything right now :)

While it will not fix HiDPI scaling, rebooting your machine after setting the scaling factor should improve the offset situation.

This should be detected by the OS (gsd?) automatically. Though I agree that an overridable setting might be nice to set `org.gnome.desktop.interface scaling-factor` directly in case the OS gets it wrong. Note that we'd likely have to restart gala after setting this to get it to work right.

Right now applicable values would be 0 (automatic), 1 (lodpi), 2 (pixel-doubled). Displays with a scaling factor of 3 are coming out (4k display on a 12" laptop, for example), but I'm not sure if we want to expose that yet or not.
