Changing the timezone in switchboard is not working correctly

Bug Description

1. When i change the timezone the green area is not changing for every country.

2. It doesnt save the setting when i close switchboard and start again.

3. Changing the timezone from a short name 'America - Antigua' to a longer one 'America - Argentinia - Buenos Aires' causes a jump at the line of networktime.
