Bug Description

There were tags pushed https://github.com/openstack/swift3/releases but release tarballs are missing at http://tarballs.openstack.org/swift3/

For this to work, following needs to be added to openstack/swift3 definition in zuul/layout.yaml:
    release:
      - swift3-tarball

project-config change was merged, next swift3 release tag should produce a release tarball at http://tarballs.openstack.org/swift3/
