log_processor can reprocess files if processed_files.pickle.gz can't be found

Bug Description

in the case where processed_files.pickle.gz can't be found for some reason, the processed_files variable is set to an empty set. This means that all files will be seen as unprocessed.

log_processor should return an error if processed_files.pickle.gz can't be loaded for any reason other than a 404
