Bug Description

When we switched to using _pipeline_final_app in https://review.opendev.org/c/openstack/swift/+/875819 (i.e., since 2.31.1) we lost logging (and metrics) when there was a cache miss or skip and we had to go make backend requests.

We should make sure to get that back.
