Swift is still importing from nose

Bug Description

Hi,

We're trying to get rid of nose from Debian, which is not maintained anymore. However, swift still imports it, at least here:

test/probe/test_sharder.py

Please get rid of nose, and fully use stestr / pytest instead.

    Switch to pytest

    nose has not seen active development for many years now. With py310, we
    can no longer use it due to import errors.

    Also update lower contraints
