Bug Description
If a user accidentally types something like:
sudo /opt/ss/
ContainerBroker: Quarantined /etc/swift to /quarantined/
then as shown, there can be undesirable quarantining!
Ideally s-m-s-r would *safely* pre-check that the input file is a container db.
