Is the root cause the mentioned commit? We patch swift, eventlet or not inc eventlet version?

Fairly certain, yes. I'm pretty sure eventlet is out of spec for WSGI now (for py2, anyway), so it should get patched (or drop py2 support, which wouldn't be great for us), and in the mean time we need to black-list 0.23.0.
