Install for Ubuntu and Debian in Swift point to wrong repo

Queens Docs are pointing to stable/ocata branch to curl the config files from. I have confirmed the related files do exist in stable/queens, latest docs point to stable/queens not sure if this should be updated to master. Pike docs do point to stable/pike, so only queens needs to be backported and possibly latest needs to be patched. If you want me to do the patch on master just ping.
