Bug Description
With duplication factor of 1 EC rebalance only has to move the misplaced part to the single correct device for the given frag index. For EC with duplication factor a rebalanced/
... but it should probably only sync/transfer to the local region
Also on primary part syncing the nodes go in a ring which will cross the WAN - nodes should sync w/i the region and then across the WAN only to the their peers (same frag index).
