Bug Description
When swift RingBuild operation is executed, no logs are generated to state the creation of the ring. Ideally, there should be a log for administration purpose to keep a check on the number of times and timestamp of execution of ring-build operation.
We can add logs for at least start and stop of execution in file "/swift/
