Bug Description
This command is poor replacement for the python-swiftclient command which has a much better chance of being expanded to include better features/
It's the source of multiple bugs:

lp bug #1607519
... and in some cases we have to fix the same things in both:
lp bug #1607521
It's implementation is entirely in the bin directory, meaning when we *try* to fix things we can't even test them [1]
We should just replace it with a wrapper to shell out to `swift tempurl` and emit a warning (stderr) that it's been DEPRECATED.
