Bug Description

===== DEFECT DESCRIPTION =====
 swift service works well when just installed, the locale is US.
 then change the locale to JA ,
We can't connect to swift service on CLI.

=====STEPS TO REPRODUCE =====
1. vi /etc/locale.conf change locale to ja
2. reboot os

run swift stat cmd
Account HEAD failed, {url}, 503 Internal Server Error

I tried to reproduce this on latest environment but it worked without "503 Internal Server Error".
I put my procedure and the evidence in the following url.

Could you please check the difference with your procedure?

Some options for swift stat were missing in the above url so I put new one instead of it.
