tmp files left in container hash dir never get cleaned up

Bug Description

I had a container directory that had some random tmp files located in it:

[root@store-012 9f07615f3b66a2f726331fd25db412fe]# ls -l
total 16
-rw------- 1 swift swift 0 Nov 23 16:21 tmp3IuQOH.tmp
-rw------- 1 swift swift 14336 Nov 23 16:57 tmpGmC_uT.tmp
-rw------- 1 swift swift 0 Nov 23 13:26 tmpiz3xN9.tmp
-rw------- 1 swift swift 0 Nov 23 13:26 tmpVaHLDo.tmp

[root@store-012 9f07615f3b66a2f726331fd25db412fe]# pwd
/srv/node/d352/containers/40711/2fe/9f07615f3b66a2f726331fd25db412fe

Clay thought these were related to rsync.

The issue here is nothing ever cleans them up, so this partition and hash dir never "go away".
