swift-recon should be region aware

Bug Description
swift-recon currently can only be restricted to a specific zone, but not to a specific region. Our current setup has 4 hosts in 2 regions, each region consist of 2 zones/servers. The servers in both regions are called z1 and z2. If i query zone 2 it queries servers in zone 2 in both regions. Would be nice to also specify the region.
