container-replicator does not delete handoff partitions

It seems that common.db_replicator's delete_db will remove handoff database dirs up to the suffix - but won't clean up the empty partition dir.

I failed a couple of container servers and did a post to a container to created a container db on a handoff node.

Then restarted all my container servers and run the container-replicator and was left with an empty partition on the handoff server.

The updaters and auditors don't seem to clean them up either.
