Bug Description

It appears that zuul check jobs, "gate-swift-devstack-vm-functional", fail for no particular reason.

For example, the following request, https://review.openstack.org/43949, contains only man page changes. Not sure why this failed the functional tests.

The Zuul jobs "gate-swift-devstack-vm-functional" fail with the following error:

[ERROR] /opt/stack/new/devstack/lib/keystone:317 keystone did not start
