Error message "No handlers for logger" when "swift-init main start"

Bug Description

Doing "swift-init main start", the following message appears in the terminal:

No handlers could be found for logger "swift"

This only appeared in 1.9.0. My experience suggests that something is broken. We used to have these messages before, and they appear when the application were trying to log and error, but failed.

Distribution is Fedora Rawhide (F20), so something may be broken in
Python. Filing a bug for tracking. The package is self-built.

In this case, the message is prompted by the signing_dir parameter for authtoken. The value points to a directory that previous version of Swift used (1.8.0). Probably it's not acceptable anymore.

Apparenty it's visible in Swift, but the actual code is in Keystone. The rest of Swift is okay.
