Bug Description

auto_create_account_prefix was required to allow the expiring object middleware to autocreate a 'hidden' account.

It does not seem to be hidden though.
It is undocumented
It appears in different config files - and must be the same in all files to work - the correct behavior would be to move it to swift.conf
