Bug Description

Getting the following errors when trying to build the latest Fedora swift packages in SmokeStack:

+ cp -pr AUTHORS LICENSE README.md /root/rpmbuild/BUILDROOT/openstack-swift-1.7.1-0.1.2065.c4f5761_2efb1d1.x86_64/usr/share/doc/openstack-swift-1.7.1
cp: cannot stat `README.md': No such file or directory
error: Bad exit status from /var/tmp/rpm-tmp.ohz0QE (%doc)

Looks like we need to add README.md to the tarball.
