add svn:ignore to .bzrignore conversion

Bug Description
It would be nice if svn2bzr would generate a .bzrignore file based on all the svn:ignore properties set within the Subversion repository being converted.

Agreed. I've added this to the TODO. I'll try and add this feature at some point...
