openstack-hypervisor snap install failure doesn't mark the unit in error

Bug Description

If the charm fails to install the openstack-hypervisor snap, the charm doesn't enter an error status, instead entering a blocked status. This prevents being able to `juju resolve` to retry the install after fixing the issue with installing the snap.
