keystone in error with SecretNotFoundError

Bug Description
Keystone is in error state and the logs shows SecretNotFoundE

The error occurred after manual deletion the juju secret related to fernet-token.
However the secret id exists in peer relation data.
The workaround is to use relation-set to remove the specific key in peer relation data.
Ask here is to better deal this as an operational issue.
