Bug Description
Secret rotate is outside the configure lifecycle of the keystone charm.
If an error arises during the secret-rotate event, this hook will be retried forever.
If it failed because the secret-rotate happened during a relation changed event for example, we could have the keystone.conf never templated, therefore the keystone server never started. But the secret-rotate hook needs the keystone-server up and running.
