Move away from requiring blueprints to schedule a public meeting

Bug Description

It would be nice to be able to create meetings and mark yourself as attending inside of Summit and not require blueprints. Most of this already exists in the create private meetings.

Work items can be found in the blueprint.

Like.

The relationship should be "Meeting has an optional blueprint", not "Blueprint is sometimes a meeting".

The only problem is that the Launchpad Sprint area is already setup properly to do all of this for us with the ability to approve/deny blueprints..
